ノルウェー漁業団体Fiskebåtは、バレンツ海のカペリン漁について、**参加できる船を限定する仕組み（閉鎖制度／参加制限）**の導入を強く求めています。

現在は毎年抽選方式で参加船が決まりますが、予測可能性が乏しく、漁業会社が投資を行うにも持続的な操業を行うにも不安定だという声が上がっています。また、不安定な制度のために古く不適切な網を使用する船も増え、網の破損や漁獲損失のリスクが高まっていると指摘されています。

Fiskebåtは、以下のような仕組みを提案しています。

• 近年参加実績のある船だけに権利を付与
• 病気や事故による例外規定を設ける
• ローテーションリストの導入
• 各船に安定した年間割当を付与
• 群全体の割当超過分はその年の参加船で分配
• 出漁義務を設け、正当な理由なく出漁しなければリストから除外
• 船の入れ替え時もリスト上の位置を維持

この制度により、漁船や会社に必要な予測可能性を確保し、不必要で環境負荷の大きい投資を避けるとともに、行政や販売組合による漁業管理も簡素化できるとしています。

The Norwegian fishing association Fiskebåt is strongly advocating for the introduction of a closure system (limited participation) in the Barents Sea capelin fishery.

At present, participation is decided through an annual lottery, which provides little predictability. This makes it difficult for fishing companies to plan investments or ensure sustainable operations. The lack of stability has also led to the use of outdated and unsuitable nets, increasing the risk of gear failure and loss of catch.

Fiskebåt has proposed several measures, including:

• Granting rights only to vessels with recent participation

• Allowing exceptions for serious illness or documented vessel loss

• Establishing a rotation list among participating vessels

• Allocating an annual vessel quota at a stable level, independent of group quota fluctuations

• Distributing surplus quota among the vessels participating that year

• Requiring vessels to go fishing when their turn comes, with removal from the list if they fail without valid reason

• Maintaining a vessel’s position on the list even if the vessel is replaced

According to Fiskebåt, such a system would provide the necessary predictability for vessels and companies, reduce unnecessary and environmentally burdensome investments, and simplify management for both authorities and sales organizations.
