Eastern Canada 2J3KLPs Capelin TAC Remains Unchanged at 14,533 Tonnes for 2026

カナダ漁業海洋省（DFO）は6月12日、2026年のNAFO 2J3KLPs海域におけるカペリン（Capelin）漁業管理計画を発表した。

これによると、2026年の総許容漁獲量（TAC）は14,533トンとされ、2025年と同水準に据え置かれた。昨年の発表は6月18日であり、今年はやや早い公表となった。

2J3KLPs海域は、ニューファンドランド・ラブラドール東部および南部を中心とする主要なカペリン漁場で、2J3KL資源群と3Ps資源群の2つの資源群から構成されている。

2026年の海域別配分は以下の通り。

• 2J：58トン
• 3K：5,108トン
• 3L：8,399トン
• 3Ps：968トン

このうち3L海域が全体の約58％を占め、引き続き最大の漁獲海域となっている。

過去の推移を見ると、2J3KLPs海域のTACは2020年の19,377トンから2021年に14,533トンへ削減された後、2021年から2026年まで6年連続で同水準を維持している。一方、カナダ西岸側の主要資源である4RST海域も2026年は10,225トンで据え置かれ、2022年以降5年連続で変更がない。

近年、カペリンは北西大西洋の重要な餌料資源として位置付けられており、タラをはじめとする多くの魚種や海鳥、海洋哺乳類の生態系を支える存在となっている。そのためDFOは、資源状況を慎重に見極めながら安定的な漁獲管理を継続している。

2026年についても、大幅な増枠や減枠は行われず、資源保護と漁業利用のバランスを重視した管理方針が維持されることとなった。

On June 12, Canada’s Department of Fisheries and Oceans (DFO) released the 2026 Integrated Fisheries Management Plan (IFMP) for the capelin fishery in NAFO Divisions 2J3KLPs.

Under the new management plan, the Total Allowable Catch (TAC) for 2026 has been set at 14,533 tonnes, unchanged from 2025. For reference, last year’s management plan was announced on June 18, making this year’s announcement slightly earlier.

The 2J3KLPs area, located off eastern and southern Newfoundland and Labrador, contains two capelin stock complexes:

• 2J3KL stock
• 3Ps stock

2026 TAC Allocation by Area

Division 3L continues to receive the largest share, accounting for approximately 58% of the total TAC.

A review of historical quotas shows that the 2J3KLPs TAC was reduced from 19,377 tonnes in 2020 to 14,533 tonnes in 2021, and has remained at that level for six consecutive years. Meanwhile, the TAC for the 4RST capelin stock remains unchanged at 10,225 tonnes, a level maintained since 2022.

Capelin plays a critical role in the Northwest Atlantic ecosystem as a key forage species for Atlantic cod, seabirds, marine mammals, and numerous other predators. As a result, DFO continues to apply a precautionary management approach designed to balance fishing opportunities with long-term stock sustainability.

For 2026, no increase or decrease in quota was announced, reflecting DFO’s continued commitment to stable and conservative management of the resource.
