ICES Announces 2027 Pelagic Fishery Advice – Mackerel Up 102%, Herring Up 10%, and Blue Whiting Up 25%

MFRI(アイスランド海洋・淡水研究所)によると、ICES(国際海洋探査評議会)は2027年の北東大西洋における主要浮魚資源について、ノルウェー・アイスランド系春産卵ニシン、サバ、ブルーホワイティングの3魚種すべてで、2026年を上回る漁獲勧告を示した。

ノルウェー・アイスランド系春産卵ニシンの2027年勧告量は588,004トンで、2026年の約53万4,000トンから10%増となった。近年の年級群は小規模だったものの、漁獲対象資源に加わりつつある2021年級群と2022年級群が平均を上回る規模と評価されたことが、勧告量引き上げの背景にある。2026年の総漁獲量は約58万3,000トンと推定され、ICES勧告量を9%強上回る見込み。

サバの2027年勧告量は352,938トンで、2026年の174,357トンから102%増と、ほぼ倍増した。2024年級群による加入状況の改善や平均魚体重の増加を受け、産卵親魚資源量が限界基準値(Blim)を上回ったことが大幅な引き上げにつながった。ただし、産卵親魚資源量は依然としてMSY Btriggerを下回っており、歴史的に見ても資源水準は低い。

また、2026年のサバ総漁獲量は約398,000トンと推定されており、2026年のICES勧告量174,357トンを128%上回る見込みとなっている。一方、2027年のICES勧告量は352,938トンで、2026年の推定総漁獲量を下回る水準となっている。

ブルーホワイティングの2027年勧告量は1,064,191トンで、2026年の85万1,000トンから25%増となった。2027年の産卵親魚資源量が2026年を上回ると予測されていること、過去数年の資源量が従来の評価より上方修正されたこと、さらに強い2024年級群が資源に加わりつつあることが増加の理由。資源状況だけを反映すれば31%増となるところ、長期的な資源利用戦略に基づき前年比の増加幅が25%に制限された。

3魚種とも2027年のICES勧告量は前年を上回ったが、特にサバについては「勧告量が102%増」という数字だけで資源が大幅に回復したと捉えるのは適切ではない。2026年の推定実漁獲量はすでに約39万8,000トンに達しており、2027年勧告量はそれを下回る。また、産卵親魚資源量も依然としてMSY Btriggerを下回っているため、今後の各国による漁獲枠設定と実際の漁獲動向が注目される。

According to MFRI (Marine and Freshwater Research Institute of Iceland), ICES (International Council for the Exploration of the Sea) has issued its 2027 catch advice for major pelagic fish stocks in the Northeast Atlantic, with increases from 2026 for all three species: Norwegian spring-spawning herring, mackerel, and blue whiting.

For Norwegian spring-spawning herring, the 2027 catch advice is 588,004 tonnes, an increase of 10% from approximately 534,000 tonnes in 2026. Recent year classes have generally been small, but the 2021 and 2022 year classes, which are now entering the fishable stock, are estimated to be above average in size. This has contributed to the higher advice. Total catches in 2026 are estimated at approximately 583,000 tonnes, more than 9% above the ICES advice for the year.

For mackerel, the 2027 catch advice is 352,938 tonnes, up 102% from 174,357 tonnes in 2026. The sharp increase reflects improved recruitment, particularly from the 2024 year class, as well as higher average stock weights. As a result, the spawning-stock biomass in 2026 is estimated to be above the limit reference point (Blim). However, spawning-stock biomass remains below MSY Btrigger, and the stock is still considered low in a historical context.

Total mackerel catches in 2026 are estimated at approximately 398,000 tonnes. Compared with this estimated actual catch, the 2027 ICES advice of 352,938 tonnes is about 11% lower. Furthermore, fishing nations including the United Kingdom, Norway, Iceland, and the Faroe Islands may again set catch limits separately from the ICES advice. Therefore, the actual catch limits and total catches for 2027 remain uncertain at this stage.

For blue whiting, the 2027 catch advice is 1,064,191 tonnes, an increase of 25% from 851,000 tonnes in 2026. The increase reflects three main factors: spawning-stock biomass in 2027 is expected to be higher than in 2026; spawning-stock biomass in recent years has been revised upward compared with the 2025 stock assessment; and the strong 2024 year class is entering the stock. Based solely on stock developments, the increase could have been 31%, but the year-on-year increase was limited to 25% under the long-term management strategy.

Although ICES has increased its 2027 advice for all three stocks, the 102% increase in mackerel advice should not necessarily be interpreted as a major recovery of the stock. Estimated total mackerel catches in 2026 are already around 398,000 tonnes, which is higher than the 2027 ICES advice. In addition, spawning-stock biomass remains below MSY Btrigger. The catch limits ultimately set by the fishing nations, and the resulting actual catches in 2027, will therefore be important to watch.
