Iceland's 2027 Capelin Quota Expected to Be Revised Upward Following Incomplete Autumn Survey

Oct. 22, 2026

According to an article published by Icelandic fisheries newspaper Fiskifréttir on October 21, 2026, the Marine and Freshwater Research Institute (Hafrannsóknastofnun) strongly expects an upward revision of its catch advice for the 2027 capelin fishing season.

On October 12, the Institute sharply reduced its catch advice for the 2027 season from the initial 358,000 tonnes to approximately 106,000 tonnes. However, adverse weather conditions and sea ice prevented researchers from completing the autumn survey in the northern part of the capelin distribution area.

Although the survey estimated the stock biomass at approximately 560,000 tonnes, the actual biomass may be higher.

Guðmundur Óskarsson, Head of the Pelagic Division at the Institute, explained that the autumn survey likely underestimated the stock and that an increase in the catch advice is strongly expected. However, he emphasized that it is currently impossible to predict the extent of any upward revision.

『Additional Surveys May Be Considered in November or December』

The capelin distribution has extended considerably farther north than usual, with part of the stock located within Greenlandic waters.

A working group involving representatives from the fishing industry will discuss whether additional surveys should be conducted in November or December.

However, as sea ice continues to develop, obtaining a complete assessment of the stock in the near term may prove difficult. As in previous years, the comprehensive survey scheduled for January 2027 is likely to play a crucial role in determining the final catch advice.

『Fishing Industry Remains Hopeful of Additional Quota』

Heiðrún Lind Marteinsdóttir of Fisheries Iceland (SFS) expressed disappointment that the latest catch advice was significantly lower than last year’s initial recommendation of 358,000 tonnes. Nevertheless, she remains optimistic about a possible upward revision following further surveys.

She stated that many in the industry remain hopeful and expressed her expectation that fishing vessels would begin operations soon.

However, fishing companies face a difficult decision: whether to utilize a substantial portion of their existing quota early in the season or wait in anticipation of an additional allocation in January.

The timing of capelin fishing is also important, as it affects the type and value of products produced, including capelin roe for the Japanese market, fishmeal, and fish oil.

『Significant Quota Increases Have Occurred Following Winter Surveys』

Iceland’s capelin catch advice has been revised substantially upward following winter surveys on several occasions.

In 2017, the advice increased from 57,000 tonnes to 299,000 tonnes, while in 2018 it rose from 208,000 tonnes to 285,000 tonnes.

Similarly, for the 2026 fishing season, the initial advice of 46,000 tonnes was raised to 197,474 tonnes by the end of January.

On the other hand, no fishing quotas were issued in 2019, 2020, or 2024, while the total quota for 2025 was limited to just 8,589 tonnes.

For the 2027 season, the results of upcoming stock surveys will be critical in determining the final catch advice.

Although expectations for an upward revision are growing, both the extent and timing of any increase remain uncertain.
