アイスランドでは2026年8月29日、欧州連合(EU)との加盟交渉を再開するかどうかを問う国民投票が行われる。今回の投票はEU加盟そのものを決めるものではなく、2013年に中断された加盟交渉を再開するかどうかを問うものだ。

AFPの報道によると、アイスランドでは水産業界を中心にEU加盟への警戒感が強い。

背景には、1958~1976年の英国との「タラ戦争」を経て獲得した200海里漁業水域と、自国の水産資源を自ら管理してきた歴史がある。

タラ、ニシン、カペリン、ハドックの漁業はアイスランド経済の発展を支えてきた。現在も水産物は同国の商品輸出額の40%弱を占める重要産業となっている。

水産業界が特に懸念しているのが、EUの共通漁業政策への参加だ。EU加盟によって、アイスランドが年間漁獲枠を自ら決定・配分する権限や、外国企業による水産業への投資規制に影響が及ぶことを警戒している。

アイスランド政府は、加盟交渉を再開する場合でも、水産業とその管理に対する権限を維持し、漁獲枠の決定・配分や外国投資に対する規制を守る方針を示している。

一方、EU側は「創造的な解決策」を見つけることは可能との姿勢を示しているが、水産業界では実際にどこまで例外措置が認められるのかについて懐疑的な見方が強い。

記事によると、最近のGallup調査ではアイスランドの水産業企業の90%がEU加盟に反対している。

8月29日の国民投票では、EU加盟そのものではなく、まずEUとの加盟交渉を再開するかどうかが問われる。

Iceland will hold a referendum on August 29, 2026, on whether to resume accession negotiations with the European Union (EU). The vote is not on EU membership itself, but on whether to restart the negotiations that were suspended in 2013.

According to AFP, opposition to EU membership remains particularly strong within Iceland’s seafood industry.

The concerns are rooted in Iceland’s history of securing its 200-nautical-mile fishing zone through the “Cod Wars” with the United Kingdom between 1958 and 1976, as well as its long-standing control over the management of its own fisheries resources.

Fishing for cod, herring, capelin and haddock has played an important role in building Iceland’s economy. Seafood products still account for nearly 40% of the country’s merchandise exports.

A major concern for the seafood industry is the prospect of becoming part of the EU’s Common Fisheries Policy. The industry is concerned that EU membership could affect Iceland’s ability to determine and allocate its own annual fishing quotas, as well as its restrictions on foreign investment in the domestic seafood industry.

The Icelandic government has stated that, if accession negotiations are resumed, it will seek to maintain full control over its fisheries and their management, including the allocation of fishing quotas and restrictions on foreign investment.

The EU, meanwhile, has indicated that “creative solutions” could be found. However, there remains considerable skepticism within Iceland’s seafood industry over how far the EU would be willing to grant exceptions in fisheries policy.

According to the article, a recent Gallup survey found that 90% of companies in Iceland’s seafood industry oppose EU membership.

The August 29 referendum will therefore not decide whether Iceland joins the EU, but whether the country should first resume accession negotiations.
