報道によると、10月16日と17日の二日間にわたりロンドンで開かれたサバ交渉は、合意に至らないまま終了しました。ノルウェー、EU、デンマークなどの代表団は、漁獲総量や配分をめぐって折り合えず、協議を継続する方針です。
ノルウェー側の交渉責任者は「年内の合意を期待している」と述べたものの、交渉内容については慎重な姿勢を崩しませんでした。また、漁業団体の代表は「全員が受け入れられる解決策を見つけることが最も難しい」と語っています。
一方、EU側からは「政治レベルでの関与が必要」との指摘がありましたが、北欧側は「産業界と政府が近いことはむしろ強み」と反論しました。デンマークの業界関係者は「実効性のある提案が欠けており、合意を破った国には市場アクセス制限といったペナルティが必要」と主張しています。
今回の交渉不調は、サバに大きく依存するデンマークに深刻な影響を与える可能性があります。国際海洋研究機関ICESが70％削減を提案していることから、業界には危機感が高まっています。さらに、ロシアが独自に漁獲枠を設定する恐れも大きな懸念材料です。
交渉の成否は、今後のヨーロッパのペラジック漁業全体の行方を大きく左右することになりそうです。
According to a media report, the mackerel negotiations held in London on October 16 and 17 ended without an agreement. Delegations from Norway, the EU, Denmark, and other coastal states failed to reach consensus on quotas or their allocation, and talks are expected to continue.
Norway’s lead negotiator expressed hope for a deal before the end of the year but declined to comment in detail on the challenges. Representatives from the fishing industry noted that the greatest difficulty lies in finding a solution acceptable to all parties.
While EU representatives argued that higher-level political involvement is needed, Nordic industry voices countered that close cooperation between government and the fishing sector is actually an advantage. A Danish industry representative stressed the need for “real offers that commit countries” and suggested that penalties, such as restrictions on market access, should be imposed on those who break an agreement.
The failure to reach a deal poses serious risks for Denmark, which is heavily dependent on mackerel. The International Council for the Exploration of the Sea (ICES) has recommended a 70% quota reduction, heightening concerns within the industry. In addition, Russia’s potential decision to set unilateral quotas remains a major worry.
The outcome of these negotiations will have significant implications for the future of Europe’s pelagic fisheries.
