According to the Norwegian government, Norway, the United Kingdom, the Faroe Islands, and Iceland have reached a new long-term agreement on the management and allocation of North Atlantic mackerel stocks. The deal expands the 2024 trilateral agreement between Norway, the UK, and the Faroe Islands, with Iceland joining the framework for the first time.
Norway’s Minister of Fisheries and Oceans welcomed the agreement, stating that it represents an important step toward limiting mackerel fishing and reducing fishing pressure over time. The agreement is set to remain in force until the end of 2028.
Under the new arrangement, quota shares have been slightly adjusted. Norway retains access to fish a large part of its quota in the UK’s exclusive economic zone (EEZ), while the Faroe Islands and Iceland gain access to fish parts of their quotas in Norway’s EEZ.
The total allowable catch (TAC) for mackerel in 2026 has been set at 299,010 tonnes, representing a sharp reduction compared with 2025. Norway’s quota for 2026 will be 78,939 tonnes. However, the International Council for the Exploration of the Sea (ICES) has recommended a catch limit of 174,357 tonnes, meaning the agreed TAC still exceeds scientific advice.
The four-country agreement is described as an interim step, with the aim of eventually including the EU and Greenland. Consultations with both parties are expected to resume in early 2026.
