EU Criticizes Four-State Mackerel Quota for Exceeding Scientific Advice
EU欧州委員会は、ノルウェー、英国、フェロー諸島、アイスランドの4か国が合意した2026年のサバ総漁獲枠について、科学的勧告を上回っており、乱獲問題をさらに悪化させるとの見解を示した。
4か国が設定した2026年の総漁獲枠は299,010トン。これに対し、ICES（国際海洋探査評議会）の科学的勧告は174,357トンで、4か国の漁獲枠は勧告を124,653トン、率にして約71.5％上回る。
EU欧州委員会は、サバ資源を回復させ、持続可能な管理を実現するためには、科学的勧告に沿って漁獲枠を設定するとともに、沿岸国と漁業当事国を広く含む配分協定が必要だと主張している。
また、ロシアについては、2004年以降、一方的に設定する漁獲枠を500％引き上げており、サバの乱獲に最も大きく寄与している国だと指摘した。
2027年のサバ漁獲枠に関するICESの科学的勧告は、2026年10月初旬に公表される見込みである。EU欧州委員会は、すべての沿岸国が2027年の科学的勧告に従うことを期待している。

The European Commission has criticized the 2026 mackerel quota agreed by Norway, the United Kingdom, the Faroe Islands, and Iceland, arguing that it exceeds scientific advice and further contributes to overfishing.
The four coastal states agreed on a total allowable catch (TAC) of 299,010 tonnes for 2026. This is 124,653 tonnes (approximately 71.5%) above the 174,357-tonne catch limit recommended by the International Council for the Exploration of the Sea (ICES).
According to the European Commission, rebuilding the mackerel stock requires that TACs be set in line with scientific advice, together with a comprehensive sharing agreement involving both the coastal states and other fishing parties.
The Commission also pointed to Russia as the largest contributor to overfishing, stating that the country has increased its unilateral mackerel quota by 500% since 2004.
ICES is expected to publish its scientific advice for the 2027 mackerel TAC in early October 2026. The European Commission said it expects all coastal states to follow that scientific advice.
